My question is that my fiancé is English, but the father was born in Canada. The father had dual Nationality, however, he passed away but the son wants to obtain a Canadian nationality. He has his father's birth certificate and Canadian passport. The question is, can he receive Canadian nationality and if yes what are the procedures for him.

Technically he's Canadian, my spouse was born outside Canada to a Canadian father and a Swedish mother, and he was able to claim Canadian citizenship ...call CIC and they will be able to give you detailed information

Yes your fiance can claim canadian citizenship despite his father being passed away. He can get canadian citizenship by descent. He would have to submit for proof of canadian citizenship certificate.
