Yes, after landing as PR's, there is no principal applicant any more. Each member of their family has to meet their own PR residency requirements with no effect to the others. If your spouse meets the requirements to apply for citizenship, they can do that. They can include any of your children on their application that are under 18 at the time they apply. Minor children on a parents application do not have to have lived in Canada for 3 years but they do have to be PR and be living in Canada. Your spouse will have to pass the citizenship test and attend the oath ceremony. Minor children do not have to take the test but if they are 14 or older, they must attend the oath.
