Citizenship test to Oath time line for St. Claire or GTA Offices

Not Sure if any one have this Thread on Citizenship

Time Line:
Applied: Sep-2012
In Process : Feb-2013
RQ Received: April- 2013
RQ Sent: May-2013
From then there are no communication until I received notice In Jul-2016 for my Citizenship Test and Interview with Citizenship Officer.
Test: July-2016 Passed 20/20 also cleared English proficiency, and residence concern ( I was positive with my answers)
After the interview CO congratulated me for passing my test and satisfactory interview.

What CO mentioned me that your immigration clearance is still pending so, we can not guaranty oath until we receive your immigration clearance.
I asked him how long does it take for immigration clearance to be done, he replied me sometime it will takes weeks or months depends on work load of immigration department, for now you have completed your test and interview that satisfy us.

If there is anything we will inform you via mail, if you change your address please inform us immediately for that changes by calling CIC call center or you can change it online
Check your Ecas Regularly we also notify you via Ecas about next steps.

My Ecas still shows in process no decision has been made.

Waiting for almost 4 years to get my citizenship, and I feel like I am back to square one

St. Clair office is the dead end. FOSS clearance (immigration clearance as far as I know) takes up to one month to clear, and judging from the fact that you have passed your test, they already run this clearance at least one time. (so the question is, what kind of abnormality they can find by running it now? probably nothing).
So just wait for a month since your test and order ATIP (just in case).
My file was transferred to st. clair after the test a year ago. I think they run out of toilet paper there and used my application instead.
