See this link for complete procedure.

You don't have to apply for test; CIC will call you to appear for exam; after your application is accepted and met the eligibility requirements.

You are right. You need to do the english proficiency test before you submit your application. the result of the english proficiency test must be submitted with your citizenship application. You have few options for test but CELPIP LS seems to be cheapest, quickest and easiest I think... you can register online for that test, write the test, get the results and then submit the results with other requirements... You can write IELTS test too but that tough... You can also attend CLB classes but that will take time....

Good luck,

I would also add that if you have graduated from any canadian institution (college or University - diploma, degree program), you do not need to take any english test. you need to send your transcripts. if you have graduated from university out of canada and can prove that the 'medium was english, you are good as well... the transcripts should clearly identify that as well...

here
The CELPIP-General Test is designated by Citizenship and Immigration Canada (CIC) as proof of English language proficiency for those applying for permanent resident status in Canada under the following immigration streams:

Federal Skilled Worker Program (FSWP),
Federal Skilled Trades Program (FSTP),
Canadian Experience Class (CEC),
Start-up Visa Program, and
various Provincial Nominee Programs.

The CELPIP-General LS Test is accepted by Citizenship and Immigration Canada (CIC) as a measure of listening and speaking proficiency for those applying for Canadian citizenship.

Adults between the ages of 18 and 54 who apply for Canadian citizenship must provide proof of listening and speaking proficiency in either English or French. One way in which an applicant can satisfy the language requirement is to take an accepted third-party English language test.
