Citizenship English test/ requirements

I am posting for a cousin he done his 12 grade from Haryana Board of Education back in year 2000 and living in canada as a PR since 2007.

He is already eligible for citizenship but how can I send application without CILPEP?
Can I send grade 12 certificate with the application?

Any ideas or/and suggestions.

What proof did they use for PR in 2007? The same proof now is likely the easiest.
