Hi,
My wife stayed in Canada in visitor record for 2 years, then moved to my country and stayed there for 1 year and then came back as PR and lived in Canada for 2 years. I wonder, if for citizenship her previous stay in Canada before PR is counted for Citizenship application? Normally, it is required to stay in Canada for 3 years, but her previous stay for 2 year additionally can be counted maximum as 1 year?

Generally, yes. However, it depends on the exact dates she stayed in Canada and when she will be filing for citizenship.
