Citizenship application without Pr card

Can one apply for citizenship with just the copr.
I became PR in 2021 and since then one of my dependants PR card was not receive. I have sent numerous webform to IRCc. Nothing is been done about it. I have called and called. They usually tell me its under processing.

Now we are due to apply for our citizenship.
Can i use the copr instead?

Yes you can . You don’t need PR card to apply. You need PR card only for your Oath ceremony. Two two primary and secondary ids for applying application.
