In addition to numerous topics here discussing the RISKS involved in living abroad while a citizenship application is pending, there is also a recent discussion here explicitly about applying while still abroad. See topic titled "Citizenship Application from abroad 2021" here

That discussion begins . . .
I just want to know one simple question that doesn't seem to be online anywhere
Is it possible to apply for Canadian Citizenship from abroad? Has anyone done it successfully themselves?
Spoiler alert: most responses basically discourage trying to do this, even though, so far as anyone has found, there is no specific provision prohibiting it.
The conundrum is that . . .
. . . if your plans are to return to Canada in the near future, considering the RISKS involved (especially as to potential non-routine processing resulting in lengthy delays), prudence leans heavily in favour of waiting to apply when you are back IN Canada, but
. . . if you do not plan to return to Canada in the near future, that increases the RISKS involved . . . not just the inconvenience of non-routine processing and lengthy delays, but given current processing timelines if there are additional lengthy delays due to non-routine processing, on-going compliance with the PR Residency Obligation could become an issue
The practical feasibility of doing this undoubtedly depends on your individual circumstances, including your history, including how strong a case you have (obviously, for an applicant who is
cutting-it-close relative to meeting the physical presence requirement, for example, the risks of running into difficulties along the way are greater). Just simple factors, like how easy it will be to come to Canada on short notice, which can depend in part on the individual's financial situation as well as the actual location abroad, will vary and have an impact on whether this is practically doable.
