I have been waiting for the past 8 weeks.I tried calling them and
they said they would make a note of that.That was 3 weeks ago.I emailed them and same answer.I need to travel for a medical surgery and only after my certificate I can apply for a passport. just very sad and frustrating about the state of affairs in government departments. Any suggestions

Which office, same thing happened to me. Finally had to send Solemn Declaration and then got the certificate after a week. Montreal office
