CIPS certification & CRS score

Hi,

Does earning a CIPS certificate affect the CRS score, specifically the question:

Do you have a certificate of qualification from a Canadian province, territory or federal body?​

Since we are it, does anyone know how long it takes CIPS to process an ISP application? I tried to look this up, but I could not find the answer.
