CIO vs local visa office

Dear All

I have one question. when 6 to 12 month time starts some said from the day when your application has received at cio some said from day when your full application received at visa office, what is true? if from the day application receive at cio then why second AOR said like that Processing time ( application for permanent residence in canada in your category reguire, on average, 12 months to process at this office. if you have not received any instructions from us within 8 months of the date of this letter, please contect this office.

6 to 12 months is generally the complete processing time which starts at cio recieving application.
few lucky members here got viza in 5-6 months.
