CIC will pick CEC applicants for EE after April 2015??

Hi Guys,
As I understand, CIC accepts only 8,000 new applications under CEC for the duration May 2014 to April 2015.
There are some rumors going that the cap of 8,000 has been reached.
At the same time, the lowest-ranked candidate invited for EE got 886 points, which basically is 886-600=286 points without his PNP or LMIA whatsoever.
So from my understanding, of course CIC will not pick CEC applicants for the January, February, March and April draws because THE CAP HAS BEEN REACHED.
They can only pick CEC applicants when there will be new cap for CEC, which is apter April 2015.
Please share your thoughts.

No, EE is a new system which replaces the old system. The 8000 cap was truncated to Dec 2014.
