CIC, Vegreville error is unbelievable

Not sure if this is the right place to post this, but thought I would share. We have had an inland spousal sponsorship since May 2007. Everything going well, meds done, background checks, all fees pd upfront. August 28, 2009 we receive letter from CIC Vegreville stating that since we did not send information that they asked for April 15, 2009, they are refusing our application for PR.
Important Note: and beware to all -- We sent them the information they asked for via Purolator Courier. I have tracking #, and also know that it left June 19, 2009 and was rec'd, with signature at CIC Reception at the Vegreville office. In the letter we just rec'd, they state, my spouse must leave Dec. 21/09 (this is when his work permit ends), or sooner if he desires. We cannot extend. I have my MP working on this (thank God their office has been very receptive and truly wanting to help me). MPs office called Ottawa Monday, Aug 31 and even Ottawa cannot understand why Vegreville is denying receipt of my documentation. Ottawa told MPs office to fax Vegreville - now we have to wait for a response to MP's fax to Vegreville - maybe will hear back Wed., but who knows? My concern is how much time do we have to do something? Should I get a lawyer, but really why should I endure added expense, trial and tribulation when they have not refused myself as sponsor, or my spouse for some wrongdoing for PR application - they have refused on the merit that they are stating we did not reply to their request when indeed we have done this and have PROOF of it. Any suggestions greatly appreciated.

I'm encountering a similar situation caused by CPC Vegreville office. There is very few reported incidents, but there are cases on google through which my opinion is confirmed that Vegreville office severely lacks a quality control program. Visa officers are issuing visa without following the laid down rules in operational manuals. At this point, I won't specify which specific program i'm talking about as I'm reporting the incident to these guys. As soon as I get an update, i will definitely report here.

But one thing is for sure, please don't take any decision as written on stone. Each decision is made by a visa officer, who is a human and they can make mistakes. If you are confident about your case, pursue it to the highest man in the organization.
