One time they told me, they need both his IDs with the application (his national country one and his residence country one)

then another lady said, just one is sufficient.

then I asked about the medical... one of them told me, it must all be submitted with the application altogether

then another one told me today "you are not obligated to send in the medicals with the application"

????
 
Sometimes the call centre agents do not always know what is the normal procudure. Not that they are right or wrong. But like with the medicals, some persons send them with the app, some dont. it also differs if you do INLAND or OUTLAND. Surely if docs are to be present when the app is first sent, it makes sense to have them as it speeds up the process, sometimes the time frame could be as much as 2 months.
The best way to resolve all of this is to get a hold of the immigration guide with the region specific forms and refer to them whenever there is doubt.
 
Lots of times you will get different answers to the same question. So for important things, some people like to call 2 or 3 times, just to make sure.
For the ID, I'd send both, since if you don't actually need two having sent an extra one won't hurt you in any way.
For the medical, unless your region guide says to wait until it is requested, you are supposed to send it with the application. The call centre employee probably just got inland and outland mixed up.
 
Read the guide carefully and thoroughly.
CIC agents can not and should not provide info on country specific requirement. Each region has a different requirement accordingly. Read the specific guide and follow it.
 
The guides are really accurate and if you have doubt just search here in this forum. Its probably good to follow those that started before you and gain from their experience rather than relying on one person in CIC that does not necessarily know each countries specifics.
