It doesn't! That's the part that drives me nuts. I asked the same question on another thread and they sent me a manual, one of the ones the CIC agents use, where it says so... but it's a manual for CIC agents, not for the common user. (http://www.cic.gc.ca/english/resources/manuals/ip/ip06-eng.pdf)

That also specifically says apps sent to Vegreville, which no longer applies. And the people who posted here that CIC agents told them they can't send OWP with inland app anymore, said the reason was specifically because they changed processing from Vegreville to Mississauga.

I would still recommend anyone to send OWP app with inland app to CPC-M and hope for the best. More CIC agents seem to be leading people this way anyways, so hopefully it is still valid.

So apparently it's by a manual on CIC that people were finding out about this OWP in the first place; that hasn't been updated yet. It's still on their website. Go with that.

It *is* ridiculous. Absolutely ridiculous! And frustrating. And unfair. And absolutely NOT AT ALL UNUSUAL when dealing with CIC, unfortunately. The call centre reps are notoriously unreliable, giving different answers to the same questions, often seemingly uninformed on CIC's own policies.

*sigh* It's why there's so much speculation and sharing of info here.
