CIC Issued work permit without employer name on it

Hello experts,

I have a unique situation. I came to canada as a temporary worker under intra-company transferee. I have been working with the same employer for last 3 years everytime extending the Work permit. However, this time when I applyed for a work permit extension - CIC issued me a permit with Employer as BLANK and Location as UNKNOWN. I would like to know if this Work permit will be treated as OPEN WORK PERMIT? Kindly let me know ASAP as I already told a different employer that my WP is open.

NB. I donot satisfy usual requirements to obtain a open work permit. Can this be a mistake CIC made? Can i use this situation in my advantage? What are the grey areas that probably I am not knowing.

I need experts to advice me on this situation.

Here is what it says:
Employer:
Location: UNKNOWN
Occupation: IT INFRASTRUCTURE SUPPORT

To the best of my knowledge the Occupation would have to say "Open" for it to be an open work permit. So based on what I know, you have a closed work permit. Hopefully someone else can confirm.
