Actually yesterday I was watching the CBC interview with Minister Jason Kenney about the "face covering issue". He caught my attention when he said that they are putting in place a third party English or French language test as a requirement to apply for citizenship. Therefore, I searched the internet to get more official information about it and found it on the following link "Canada Gazette":

The link says that the new amendments may not ask all applicants to take such a test if they can provide other language proficiency evidence such as; Secondary or Post secondary education in Canada, and language tests that have been used previously to apply for the PR. However, it does not mention anything about the expiry date of those tests.
According to the announcement, after putting the new rules into effect, any Citizenship application sent without the acceptable language proficiency proof will be returned with a full refund with an explanation letter. Moreover, they have not announced the date in which the amendments will take effect.
Anyway, once they put the new proposed amendments in place, things are going to be clear.
