Is there any email address/fax/phone where i can contact with CIC . I need to contact with them immediately. Please help

There's a FAQ bit on their website but otherwise it's a phone call.

The cut off time for hold is 20mins. if the wait time is more than that they don't put you on and hang up. Just keep redialing and they will answer. Not sure what your timezone is for them to be open for calls.
