CIC change processing time from 6 months to 10 !!

Any body know why CIC changing the processing time for PR application as protacted person ??
just a week ago the processing was 6 to 7 months for the 1st step and 10 months for the 2nd but now they say 10 months for first step and 10 months for the 2nd .. Whats going on ?
