No .. it is not true .Today I called the CIC call center and my wife (the principle applicant ) is a broad and i can ask every thing related to my wif's case. The important thing that you should call them only if your application time passed the processing time mentioned in the CIC website.

My understanding has always been that call centre in canada does not have access to any more information than what ecas was showing. Agents will take the call but won't be able to see any information re missing documents, stage of processing etc for an Outland application.
 
I don't exactly remember how we did it, this happened by accident. I & my spouse live abroad, but we called Canadian foreign affairs office once because we needed answers to questions we couldn't find at the time. It's an automated phone call that gives you options about immigration, and one of the options was them transferring the call to the CIC call center.
 
I am the sponsor and I live in Canada. My spouse lives outside. When I called cic call center the recording implied that it is only for inland applications and Outland have to use the web service. I only get auto replies from the web never an actual answer. Yet when I checked a few other Outland threads it looked to me like people were still getting through to a live person. I am confused as I have called in the past but this is a new recording.
