1. Read the instructions for the correct address for Sydney Nova Scotia. One is for mail, one is for courier.
2. You should be able to figure out which Visa office you intend the application to go to. If you are eligible to apply to a Canadian one or US, then it goes to CPC Ottawa. http://www.cic.gc.ca/english/information/offices/index.asp
