Church Sponsorship...Possible?

Can a developed/legit Church apart of a Federation sponsor a family to live in Canada as Permanent Residents?

Lets say a Church wanted to sponsor a family to become active members and also participate and serve in the offices of that Church as well as assist on missions or any Ministry that the church has,can this be possible?

Only if you were refugees being sponsored from outside of Canada who had already been identified as refugees by the United Nations High Commissioner for Refugees or a foreign state.
