Please share your thoughts, suggestions on choosing Canada Express Entry and applying PR VISA though normal process ?

which one is safe in order to get the PR definitely ?
Cost involve in both the process ?
is it possible to apply Express Entry process even if Normal PR Visa process is ongoing and vise-versa?

apply CEC as you can now , with EE . the CIC get full control. maybe you never get invited.
