If you are applying through PNP (or EE-PNP), some provinces will consider if you have previously applied or currently applied to a different province. It may influence your application; Saskatchewan and Manitoba realize that most people would prefer to live in Toronto or Vancouver rather than Winnipeg or Saskatoon.
