Hello, This may be a bit long. I am a Canadian who has been living in Paraguay for 12 years now and have 3 children born here with another on the way :D. I realize my children all have the right to be Canadian citizens as soon as I file their applications. My first question is this... Are they (or I) eligible for any financial assistance while living abroad? I always hear about (or people keep telling me) citizens receiving financial help from their countries. Secondly I need help in regards to the CPP and the OAS as Paraguay has no signed accord with Canada can I receive these when I turn 65. If you could help me it would be great or point me in the right direction. Thanks in advance for your help.

1. No financial assistance while living abroad.
2. Yes, but CPP is based on your work years in Canada and your contributions. Can be paid outside Canada.
3. OAS is based on your years in Canada after the age of 18. Maximum is base on 40 years, must have resided in Canada for 20 years after the age of 18 to receive OAS abroad. So if you resided in Canada for 20 years after the age of 18, you would get 20/40th of the OAS. See: http://www.servicecanada.gc.ca/eng/isp/oas/oasoverview.shtml

Thanks for the reply. In regards to the cpp and the OAS I need more clarification because Paraguay does not have any accords with Canada so I am not sure if I can collect those in Paraguay. Also Canada does not have an Embassy here (although there is in Argentina).

Yes you can still receive them if eligible, but no accord just means that Canada won't recognize your time in Paraguay for CPP and Paraguay won't recognize your time in Canada for their pension scheme.
