Children born outside Canada to a Canadian father

Hello guys, Im from Philippines and married to a Canadian Citizen (naturalized) and we got three kids.
My husband decides to live here in manila for good, until something happened and he had to go back in Canada (last year) , so here is my question.

1. -does my children already a canadian citizen? if so , can i apply for them a " proof of citizenship?
- can i apply it here in manila or ask my husband to do it in canada? how long does it takes?

2. once we get the proof of citizenship, we need to get them passports right?
-can my husband apply it there in canada tho the children are living in manila?

3. I read from canadian website that it will took long time,..
can we just apply for tourist visa so we can get there faster and once we are all there we will acquire the citizenship for the kids? is it possible?


4. I also read that immigration might ask for DNA testing, why does it needed? does immigration will pay for it? we are not rich and dna testing might cost us a lot, so is it mandatory for everyone ?

5. please i need help and answers.

Are your children Canadian?

This depends on when the children were born and whether your husband got his citizenship before the children were born.

Proof of Citizenship:

These certificates are currently taking five months to process. If you apply through a Canadian embassy (e.g. in Manila), it could take an additional 3-4 months to process.


Passports:

The proof of citizenship certificate is not a travel document, therefore you are correct, you will subsequently want to arrange passports.


DNA Tests:

You may be requested to do DNA tests (one parent), but this will only happen if the CIC deems your documentation (birth certificates etc.) insufficient.

1. Assuming your husband was a naturalized Canadian at the time of your 3 children's birth, the 3 children will have Canadian citizenship. You just have to apply for proof of Canadian citizenship.

Your husband can apply for them while in Canada.

2. Your children would need a canadian passport if they want to enter without any hassle. I am not 100% sure if your husband can apply for Canadian passport for your children in Canada while children are in Manila. I think it is best that you contact the Canadian Embassy to confirm this or not.

3. The time to get Canadian citizenship certificate is not as long as you think it is on the website. Usually it is much sooner. When we applied for canadian certificate, website says 12 months but we gotten them in 3 months time.

Applying for tourist visa may be tougher to do for them since they would have stronger ties to Canada than to Manila. But there is no harm in trying.

4. DNA test is sometimes requested but not all the time. They would only issue this request if they suspects that the children are not his biological children of a Canadian parent. This is usually common with children born from IVF, or through donated egg/sperm who are not Canadian. If in the event that CIC does request DNA test, CIC is not responsible for the cost of the test. The test would have to be paid for by the parents applying for children's citizenship.

I believe the children will be canadian citizens - and if so, they dont qualify for a visa. Citizens cannot be issued tourist visas.
