After you live with them for 2 years to make them meet the residency obligation again and they return to Canada with their valid travel documents, you can apply for your daughters citizenship right away but your wife must live in Canada for 3 years if she wants to apply.
If you do not want to live in Dubai for 2 years, you could also sponsor them for PR again. They would either have to renounce their current PR then or apply for travel documents which might keep the option open that they might possible get them. If they did, they could return to Canada now. If they didn't, they would lose their PR and you could sponsor them. However, if they go through Abu Dhabi, the processing time there is up to 24 months so it is not really faster. It would also cost you, over $1000 for the new PR application fees + the cost of medicals + a lot of paperwork. What is their nationality? If it is not UAE, they could go through the visa office of their country of nationality which may be faster.
