No, you can not apply for his citizenship without going to Canada. If he is already a PR, you and he must be living in Canada, then you can apply for citizenship for him. If he is not a PR, you would have to sponsor him for PR first.

Hi,
I am Candian Citizen (Its just 1 month now that i got my Citizenship) and I am staying in Canada.
However my daughter (9 years) and wife are staying in Dubai.
Their PRs have expired recently (6 months expired). Can i renew my daughter's PR while she is staying in Dubai?

Many thanks for your advice.

If they still meet the residency requirements, that is, they spent at least 730 days (2 years) in Canada in the past 5 years, you can apply to renew the PR cards for both of them. Do not try to hide that they are living in Dubai but give your address in Canada as their mailing address. If you are lucky, the PR cards will be sent by mail. It is however possible that they will be asked to pick the PR cards up which means they may have to apply for PR travel documents in order to be able to come to Canada to do that.

If they do not meet the residency requirements, do not apply for them now but instead go and join them in Dubai. After 2 years, they will meet the residency requirements again because they will have spent the past 2 years accompanying a Canadian citizen spouse/parent outside Canada so then they would be able to renew their PR cards.

Many thanks Leon for your prompt response.
is it not possible to renew only my daughter's PR ? She has not met 2 years PR renewal requirement.
I was aiming to apply for Citizenship for her. I believe she needs to have a valid PR to apply for Citizenship.
Is it possible to apply for her citizenship, when she has not stayed in Canada for 3 years, neither she has met PR renewal requirements and if i have Canadian Citizenship?
Thank you very much for your valuable time.

In order to renew her PR, she needs to meet the PR residency obligation. In order to apply for her citizenship, she needs to be in Canada too and meet her PR residency obligation.

Go back and rejoin your wife and daughter. Stay with them for at least 2 years, then their PR status is in good standing again and then you can apply for travel documents for them to return to Canada. After you have returned to Canada, you can apply for citizenship for your daughter.

Thanks Leon. One last question please. Once she returns to Canada after having her travel documents will she have to meet Citizenship obligation of staying 3 out of 4 years to get her Citizenship?
Alternatively, can I then, at that stage, directly sponsor her citizenship without her staying for 3 years.

You are a great help. Many thanks for your valuable time.

After you live with them for 2 years to make them meet the residency obligation again and they return to Canada with their valid travel documents, you can apply for your daughters citizenship right away but your wife must live in Canada for 3 years if she wants to apply.

If you do not want to live in Dubai for 2 years, you could also sponsor them for PR again. They would either have to renounce their current PR then or apply for travel documents which might keep the option open that they might possible get them. If they did, they could return to Canada now. If they didn't, they would lose their PR and you could sponsor them. However, if they go through Abu Dhabi, the processing time there is up to 24 months so it is not really faster. It would also cost you, over $1000 for the new PR application fees + the cost of medicals + a lot of paperwork. What is their nationality? If it is not UAE, they could go through the visa office of their country of nationality which may be faster. You can see processing times here: http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp
