I understand you have not applied for her citizenship card yet? If, so she can still travel, in this case the CHC will issue a temporary passport if she has to travel anyways. Once she is in Canada, you can ask CHC to send her card to Canadian address.

i have just applied for her citizenship certificate. it is under process. it will take a year almost. thats why want to got for her passport. thanks for info u provided
