The child is a Canadian citizen (assuming the parents aren't diplomats).

A diplomat is a person sent from their government to act as a contact in a foreign country. The ambassador of the Philippines is a diplomat and so are some of his staff.

Were you or your spouse appointed by the Philippines government to be sent as staff to work in the embassy? If not, then you are not a diplomat and your child will be a Canadian citizen if born in Canada.
