I'm filling out the citizenship application for my 7-year-old daughter. They ask for 2 identification documents, and one must have a photo. However, the PR card is not accepted, and none of her Canadian documents (e.g. Health card) has a photo. They say, however, that the passport bio page is accepted as idenfitication, but all passport bio pages from the last 5 years are required anyway. Should I send them 2 copies of her passport and include an explanation letter saying that's the only document with a photo she has?
