Chemical Engineer 2134 with 409 CRS

I am new to this forum and i am planning to apply to express entry pool. based on my IELTS Score i have 409 score and if i get maximum marks in my IELTS i will reach only 419 points.
What are the chances for me to get an ITA or even a nomination. I want to know from seniors if they any person who has got a chemical engineering background and currently residing in CANADA.
What are the job prospects and such things.
Should i appy with this CRS score or try and improve my IELTS.

That CRS Score is too low. The recent draws are now averaging about 444
