My husband's uncle is staying with us since early February. He is from Greece and has an ETA to be here as a visitor. Since he is unable to return to Greece, he wants to get a work visa. He would be working for my husband's contractor company (my husband is the only worker and owner). I got the IMM5710e form, but can't figure out how to submit it through gckey. When click apply to come to Canada as a worker and go through the questionnaire, it says he isn't eligible so I can't even submit the application.

He doesn't qualify for a work permit at this time.
Your husband would need to obtain an approved LMIA in order for your uncle to qualify to apply for a work permit and be able to legally work in Canada.
The LMIA process is quite involved and typically takes 4-6 months to complete. Your husband will have to start by advertising the job for at least a month to prove no Canadian could be found for the role. He would then have to submit the LMIA application for processing along with a $1,000 fee. There are other requirements as well.
