It is a new permit so you have to show proof of funds of $21k plus tuition. Processing depends on if applying from home country or Canada. When do studies start because you cannot work if leaving current school.

Apply for a study permit just like before. You also must:

When you apply for your new study permit, you must include

  1. a letter explaining why you’re changing schools
  2. documents that prove that you meet the criteria below, if you believe you meet the criteria to begin studying at the new DLI while your new application is in progress
Read the link for all the information.

There is a very good chance you will not get a response before February so you need to have a plan if you do not hear about your application before you want to start school.

I think many was mislead to believe that studying means they will get PR status after they finished (or not).

This is crazy for sure I can't stay with the old study permit?
You can stay if you continue to study at the DLI under your current study permit. The date is only applicable if you do not stop studying.

Your conditions as a study permit holder in Canada - Canada.ca
Your study permit conditions
As a study permit holder, you need to meet a number of conditions. If you don’t meet these conditions, you may lose your student status and study permit. You may also have to leave Canada.

As a study permit holder, you must:

  • be enrolled at a designated learning institution (DLI), unless you’re exempt
  • show you’re actively pursuing your studies, unless you’re exempt, by
    • being enrolled full-time or part-time during each academic semester (excluding regularly scheduled breaks)
    • making progress towards completing your program’s courses and
    • not taking authorized leaves longer than 150 days from your study program
  • apply for a new study permit to change post-secondary schools
  • end your studies if you no longer meet the requirements of being a student and
  • leave Canada when your permit expires
