Changing school before getting the study permit

Hello,

I have been admitted to the university of manitoba and my visa has been approved. I am in my home country now. I've got an admission from a college in vancouver and I want to change my school and go there. I haven't got my study permit yet. Is it possible to change school before getting a study permit?
