I have no idea what difference it would make timewise but it will speed things up.
You need to go mycic payments or something but I'm not sure anymore.

I don't think it makes a real difference in your processing time. When the VO processing your application needs the RPRF they will request it. The period between requesting and you paying, is the most substantial delay I can envision.

I am submitting in 2 weeks and I won't be paying ours until asked.

Although considering their snail pace at updating info I'm sure it does help, but who knows? Anyone who has got pr without paying rprf at submission time can weigh in?
