changing colleg before or after arrival canada

I got my visa few weeks before for college in Toronto (starting date sept 2021 but I am gona change to January 2021).I applied without paying first semester course fees .MY tuition fees deadline next month. But I got admission from One college in Vancouver ( best climate ) ,so I would like to go there .So my question is ,do I need to pay fees for my old college or just go to Canada and change from old to new college inside canada?
.Now I heard its hard to change DLI outside is very hard and I need to submit new application .So what you guys think ,I can simply go canada and change inside??

I'm sure you've seen the various threads discussing this as well as IRCC's new policy on their website. If you want to change your DLI after SP approval whilst outside Canada, you have to reapply. IRCC has become very strict on this. I've recently saw a post on reddit and FB (i guess it's the same person cos story is similar) where they travelled to Canada in February and changed their DLI after they landed, only to get an email weeks later informing them that their SP has been cancelled and they have to reapply for the SP and restore their status to visitor in the meantime.

The new policy is straightforward - reapply with the new LOA if you are outland, or go to Canada and attend your current DLI for a while before changing.

Choice is yours.
