If an us citizen enters canada and gets a visitor record through extension and gives a primary address and then two other addresses of places they will visit. do they need to change address with CIC if they go from primary to one of the others ?

If they are visiting those places no.

would CIC call the primary to check in the primary one said hey got a phone call but it was very unprofessional or would anyone else be calling for the visitor ? who ever it was never called the place he is visiting which is on the list of visiting places.

I don't get what you are trying to say. CIC's primary communciation channels are e-mails or mails. Could they call? Yes, but it is rare.
