I am a Canadian citizen living in Montreal. My girlfriend is from Ecuador. She is studying for her Master's degree in Switzerland, where I met her. She will finish in December.
We had planned to have her come and visit me and Canada for 6 months from February 2017 so she can discover the country and also go in the US (she has a tourist visa for there).
She is a student who is soon done, without a job or a house, and her family is in Ecuador, hence not in her current country of residence. I wrote her an invitation letter saying I would cover the accommodation fees. Her budget was around 1000$/month, which in my experience is enough to enjoy Montreal if you are being accommodated. She has been accepted in the US, UK, EU, Switzerland, Brazil, and a lot of other countries before.
She was also applying to Canadian universities for a PhD. She knew that if she was accepted there, she would have had to get out of the country and make the necessary paperwork to get a Student visa.
She applied for a Visitor visa in October. It got refused. The reasons, as you can expect, were:

You have not satisfied me that you would leave Canada at the end of your stay as a temporary resident. In reaching that decision, I considered several factors, including:
- Family ties in Canada and in country of residence
- Employment prospects in country of residence
- Current employment situation[\li]
- Personal assets and financial status[\li]
As difficult as this decision can be to accept, we understood its reasons and decided to abandon the project.
Recently however, she got accepted in a one month and a half course in Norway from the beginning of March.
She will be back in Switzerland in the beginning February but she would be available to come in Canada for two weeks in the end of February before going to Norway.
We thought that it could change the situation. Here the questions we have:
What if she re-applied from Ecuador in December to come and visit me for two weeks?
Could the agents be convinced if she shows the university letter of acceptance, a proof of accommodation in Norway, the plane tickets from Switzerland to Norway?
Would it help if she buys beforehand the round-trip plane tickets from Switzerland to Montreal and back? It is a monetary risk but it may convince the agent she is planning to leave the country.
The changes are significant (duration of the stay, reason of the stay, situation afterwards, plane tickets) and directly answer the agent's objections to allowing her to come the first time.
But we are scared that she gets refused again. This would not only be expensive if she has already bought the tickets but also look bad on her visa file - as you often have to declare the visas that were refused to you when you apply for a new one. And obviously it would be another big disappointment.
Do you think it is worth trying?
