Change program now or do another program after one year

My cousin is coming to Humber college for a 2 semester PG-Certificate program. This will give him 1 year of work permit. I have suggested that he change the course to 4 semester program which will give him 3 years work permit. One other friend of mine suggested that he can do another 1 year program after completing this one and will still get 3 year work permit. Is this information correct ?

yes if both programs qualify for PGWP. also take into consideration how both options affect his express entry points.
