Is there a chance of getting approved LMO and new permit NOC 6641 in alberta when you just got a closed work permit valid until 2014 ? My friend already resigned from his previous job and he has no idea when he'll gonna receive his new work permit. Is there any chances of getting denied?

Until the work permit is in your friend's hands there is always a chance of getting denied. But the previous work permit won't have any impact on the evaluation of the new work permit. If your friend has the qualifications for the new position, and the employer is successful at obtaining the LMO, then it is unlikely a VO will reject the new work permit.
