I applied study permit from South Korea while I am here on a student visa. Due to some reasone I am going back to home country and my study permit applicationis not approved yet. Is it possible to change the visa application center? I already submitted medical and biometrics from here. If get approval then would just have to send passport.

Your file is NOT placed with a VAC. They are paid to transfer documents between an applicant and a visa office. They are a courier service.

Leave it where it is. When it's time for PPR / visa stamping, request closest embassy instead of Korea.

You can give biometric in visiting country but your visa will be processed based on nationality & that is where you show home ties to
Application will be assigned to nearest embassy based on your passport. Good Luck
