Change in common law status after submitting application

My common law status changed during my apocatipn process for my workers permit application.
I have been trying to contact CIC about the situation but I have not heard back from them.

Could me and my common law partner drive up to the Canadian border with my work permit and proof of our relationship (our lease) and declare common law at the border.

If not what are my options.

Any help would be greatly appreciated.

I applied for work permit on July 27, 2015 at which point me and my partner had not been living together for a year. But now I received my work permit on September 17, 2015 by which time we have been residing for one year and I would like to go to canada with my partner and I would like to declare her as my common law partner. There is no mention of her on my application and I have been trying to contact the CIC about the situation.

Should we just drive up together to the border with our declare our common law at the border. Is that even possible ??

If she holds a visa-exempt passport, possibly yes. If not, no: she would need to apply for a visa*.
