Change in city of destination before arriving with copr

I'm inland, my spouse is outland. In our application it says that our destination city is Vancouver, where I'm currently.
1) When I receive my ecopr, may my spouse arrive to Calgary as we decided to live there without editing destination? Is it allowed?
2) And may we receive our PR cards there even though our destination in application is Vancouver?
