CHANGE IN APPLICATION NUMBEER SINCE RBVO. IS IT NORMAL

Hi, I need your help. My visa office is London. when they send the PER fromCanada my appliation number started with E BUT after RBVO on all correspondence from London the application number has been changed. Now it starts with B instead of E. They have also send me somebody elses documents last time.

Does the file number change after RBVO or is it a clerical error or this new file number belongs to somebody else. both the file numbres has been working with Ecas. Is it same with you as u r with London VO.
