Hi
I am in Canada as worker since July 2017. my employer-specific work permit ends august 2018.
i want to apply to other job, so i need an open work permit.
Am i eligible to change and apply for an open work permit?

Do you have a spouse in Canada on a study permit? Do you have a spouse in Canada on a closed work permit? Have you applied for PR?

I am in the process of applying for another job elsewhere and I don’t know the name of future employer now. In addition, some employers need my open work permit to consider my application.

What could i do?

You don't qualify for an open work permit.

If you want to work for a different employer, then once you find a new employer, that employer needs to obtain a new LMIA and then you need to apply for a new closed work permit.
