Chances of getting ITA through any PNP under NOC2131.

Hi All,
I couldn't achieved magic score of 8777, hence end up with CRS of 360. Can somebody honestly tell me do I have a fair chance of getting ITA through PNP under NOC 2131 (civil engineer).
If not, then what should I do? I tried twice to achieve magic score.
