Chances of getting a study permit

Someone - I know - graduated with a masters degree and got admitted for the same master program in the exact same field in a university in Canada.

He has no ties to his homeland since he is a young student who just graduated and is living temporarily in a foreign country.

What do you think of his chances in getting a study permit?

Well first of all no hard feelings but "Someone you know" I do sincerely appreciate your efforts to post for someone else.SERIOUSLY

it depends on below:-
a)From which country you have done your first masters?
b) What he is doing in foreign country right now?
c) Why the hell on earth he wants to do masters again in same field?

Chances are very slim to get the study permit but a Strong SOP and recommendations from his previous university can nail it.
