There is no such thing as a "permanent work permit". There is permanent residency and there are temporary work permits.

If you want a temporary work permit, then you first need to find a job offer in Canada.

If you want permanent residency, then research the Express Entry program: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/works.html

Apply for jobs on Canadian job sites like Indeed. You need a job offer and your employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only you. Then with LMIA, you apply for a closed work permit. For the permit, you show that you are experienced to do the job. You will need ECA& IELTS. This allows you to work in Canada, not immigrate permanently.

You still need to be eligible through immigration programs. If you get a LMIA, you can add 50 points to your EE profile. Read through the IRCC Express Entry requirements to see if even eligible even with the additional points.

You are in a licensed profession so look a provincial P.Eng licensing too. Pick a province and look at PNP programs.
