Certified photocopies - needed even if we send in originals?

1. For a few of our supplementary documents that are not in English and has to be translated, it is very easy for us to obtain additional original copies from the local administration. In other words, we do not stand to lose much by sending in originals instead of notarized photocopies (I know they will not be returned). In such a case, do we still need to submit notarized photocopies of these documents? Or does sending in originals eliminate the need for a certified photocopy? Does anyone have experience with this?

2. If we delegate a Canadian certified translator to translate our documents, does the translated document have to be an original issued by the translation agency, bearing its seal? Or, as long as their credentials are visible, can I just receive a digital copy of the translation, print it myself and attach it in the application?
