Hi all,

I have gotten my diploma of DEP in Automobile Mechanics in Quebec, and I have worked in this occupation (7321) for a year there. I know that work experiences earned in Quebec count for CEC, and I've calculated my CRS score which is roughly 485-500. So here comes 2 of my major problems:

1. How can I prove intention to reside outside Quebec?
2. Is a trade certificate required to apply for CEC? In this trade, one needs at least 6000 hours of apprenticeship to qualify for the exam to get the certificate.

Thanks everyone!
Jimmy

Regarding questions 2, a trade certificate is not required if you are applying in the Canadian experience class. It is only required if you are applying under the federal skilled trades express entry category. As for questions 1, you do not need to prove you don't want to live in Quebec because this will be obvious once you create an express entry profile, since Quebec does not use the express entry system to accept immigrants.
Thanks carlyragan... I've been struggling with the intention part since I've seen lots of temporary workers in Quebec asking about this. Most of them have ties, like jobs and property ownership, to Quebec. And I've seen sb here telling that he was almost refused by the VO that the VO didn't believe he had the intention to live outside quebec.

The bolded part is absolutely incorrect. If OP is currently living/working in Quebec he will receive a request to write a letter of intent during the processing of his application. He will have to convince the processing officer of his intention to reside outside the province of Quebec. If his argument/proof is insufficient his application will be rejected.

OP you have to figure out whether you have a strong argument to be applying via Express Entry.

Thanks for your help too. You've clarified a lot for me.
What's more, my trade requires 4 years of apprenticeship to legally work before doing the examination, and I'm currently on PGWP. Do they count apprenticeship as full-time study? Thanks.

Not required for CEC class, but you can get CRS points for it.

No, it is not "study," but it does count as employment. If you complete the apprenticeship and earn your trade qualification, you earn points much as if you earned a bachelor's degree.

The best way is to actually leave Quebec and move/work in another province, ASAP. If you cannot do that yet, you have to show that you (a) have ties elsewhere (friends/family), (b) and/or that you are seeking employment elsewhere. So you should either have a strong rationale for picking another place, or document your efforts to find work elsewhere.

If I've already worked for a year as an apprentice in auto mechanics in Quebec, do you think it's possible to go to another province and go on doing the apprenticeship? Or is it common in general if sb working as apprentice moved to another province to continue his career?

I'm not a tradesperson, I could not tell you anything about that. I don't know what entry barriers are to apprenticeships in other provinces (for some reason, I thought you had to be a PR to get an apprenticeship, but perhaps QC is different). But people move all the time for jobs, work, school, etc. so I don't see why this would be any different. But if you don't have a good rationale for moving, it is unlikely that IRCC will accept your "intent" is to work outside of Quebec.

Sure. I'll contact the responsible department to ask about this. Thanks mate.

Btw one the rationales that I want to move out of Quebec is that the Department of Immigration of Quebec is absolutely ruining potential immigrants.
